This article examines issues related to the management of highly qualified personnel training (bachelor's and master's degrees) in higher education institutions and develops scientific and practical proposals and recommendations for addressing these issues. Furthermore, this article presents the results of a survey of graduates of higher education institutions in the Kashkadarya region of the Republic of Uzbekistan. It examines the quality of personnel training in higher education management, a model for improving the quality of higher education management, recommendations for higher education institution administrators and graduates, and key issues of public policy in higher education.
