This article examines the foundations and principles underlying the development of functional competence in Arabic language learning. It highlights the significance of the functional approach in teaching Arabic as a foreign language, emphasizing the development of the four essential language skills: listening, speaking, reading, and writing. The study discusses the role of communicative competence in language acquisition and analyzes the principles of need, interest, and activity as key factors influencing effective language learning. Furthermore, it explores the educational importance of the Law of Effect and the Law of Exercise in fostering learner motivation, engagement, and skill development. The article argues that functional language instruction, based on real-life communicative situations and learner-centered activities, contributes significantly to the successful acquisition and practical use of Arabic language skills among learners.
