This article provides a scientific and pedagogical analysis of national and international experiences in developing reading effectiveness. The study examines the theoretical foundations of reading literacy development, the requirements of international assessment programs, and effective pedagogical approaches implemented in the educational systems of Finland, Singapore, the United States, and the United Kingdom. In addition, the reforms carried out in the education system of Uzbekistan and the opportunities of modern educational technologies for improving students' reading effectiveness are analyzed. The findings indicate that interactive teaching methods, independent reading, critical thinking, and a competency-based approach are significant factors in enhancing reading effectiveness.
