Abstract

In the context of democratic transformations in the Republic of Uzbekistan, internet platforms offer significant prospects to enhance the effectiveness of parliamentary activities by improving transparency, citizen participation, deliberation quality, and responsiveness of representatives. This article explores how digital tools and online engagement channels can support legislative bodies in fulfilling their functions more efficiently and democratically. It assesses both opportunities and challenges — including digital divides, information integrity, institutional readiness, and regulatory frameworks. Employing a mixed methods approach combining document analysis and case study review within the Uzbek context, it identifies key enablers and obstacles to the deployment of internet platforms in parliamentary work. The results demonstrate that while Uzbekistan’s parliament has already adopted important digitalisation steps, realising the full potential of internet platforms depends on organisational culture, legal safeguards, effective citizen engagement mechanisms and technology adoption synchronized with democratic transformation. The conclusion offers strategic recommendations for parliamentary institutions in Uzbekistan to capitalise on internet platforms in a sustainable and inclusive manner.
