The Socio-Political Necessity Of Reforming The Local Council Institution In Uzbekistan And Associated Challenges
Abstract
This article provides a scholarly analysis of the socio-political necessity of reforming the local council institution in Uzbekistan and the existing challenges in this regard. The author examines in detail the process of decentralization within local government bodies, the balance of powers among different branches of authority, and the role of local representative bodies in the social and state life of the country. Particular attention is paid to several problems observed in the functioning of local councils, including the need to update the legal framework governing the sector, ensuring independence from the executive branch, the low representation of youth among deputies, and the insufficient level of public participation. Furthermore, the article proposes recommendations and measures to enhance the authority and effectiveness of local councils, such as updating legislation, revising the system for nominating young candidates by political parties, providing institutional support to the deputy corps, and strengthening public oversight and transparency.
