The article examines, under the civil procedural legislation of the Republic of Uzbekistan, the authority of state administration bodies, local self-government bodies, organizations, and certain citizens to apply to the court, and the grounds for initiating proceedings, for the purpose of protecting the rights of other persons. The theoretical-legal nature of this institution is revealed, and its substantive-legal and procedural-legal grounds are classified. A comparative analysis is carried out with the civil procedural legislation of a number of member states of the Commonwealth of Independent States. Based on the analysis, specific proposals are put forward for improving certain articles of the current Civil Procedure Code.
