A Systems Approach to Evaluating Water Resource Scarcity and Strategic Intervention Models in The Northern Territories of Karakalpakstan

Water scarcity in the northern territories of Karakalpakstan represents a multidimensional socio-environmental challenge influenced by hydrological imbalance, infrastructural limitations, governance constraints, and geopolitical pressures. This study develops a systems-based analytical framework to evaluate water resource scarcity and proposes strategic intervention models for sustainable water management in the region. The research integrates hydrological system thinking with policy-oriented governance analysis to understand the interdependencies between water availability, distribution inefficiencies, and institutional decision-making structures.

The findings indicate that water scarcity in Karakalpakstan is not solely a natural resource deficit but a systemic failure involving inefficient allocation mechanisms, aging infrastructure, and weak cross-sector coordination. The study further highlights that rural water access disparities remain a critical issue, as emphasized by international development interventions (UNDP, 2025). Moreover, geopolitical and boundary-related tensions intensify resource insecurity, as identified in prior regional analyses (Yılmaz, Özkan, & Tüysüzoǧlu, 2022).

The proposed systems approach demonstrates that integrated water governance, smart monitoring technologies, and decentralized management frameworks can significantly improve water distribution efficiency and resilience. The study contributes to existing literature by offering a structured intervention model that aligns hydrological sustainability with socio-economic development goals.
