The APC is payable only after the manuscript has successfully completed the peer-review process and has been formally accepted for publication.

Refund Policy
Since editorial processing, peer review, and publication services involve significant administrative and academic resources, APC payments are generally non-refundable once the publication process has commenced.
Requests related to exceptional circumstances may be reviewed by the Editorial Office on a case-by-case basis.
Waiver and Discount Policy
The journal may consider APC discounts or waivers in exceptional cases based on:
