This article examines the legal framework for regulating telecommunications services within the World Trade Organization (WTO), the stages of their development, and key principles. A brief analysis of the General Agreement on Trade in Services (GATS), the Annex on Telecommunications, and the Reference Paper is provided, supplemented by statistical data from the author.
