This article examines the reforms being implemented in the field of operative-investigative activities in New Uzbekistan, specifically the legal, institutional, organizational, information-analytical, technological, and personnel training changes, based on a chronological and systematic approach. The study scientifically substantiates the trend of transforming operative-investigative instruments from traditional tools for information gathering and crime detection into a complex system encompassing legal, institutional, digital-technological, information-analytical, special-technical, and personnel components. It also analyzes the strengthening of human rights guarantees and judicial oversight mechanisms within the framework of legislative changes, operative-investigative activities against organized drug crime, modern special-technical means, and the introduction of specialized training groups and dual education at the Academy of the Ministry of Internal Affairs. Based on international experience, the prospects for integrating criminal intelligence, intelligence-led policing, OSINT, electronic evidence, and predictive analytics into the national system are assessed, and scientific and practical proposals for improving operative-investigative activities are developed.
