This article examines the legal mechanisms for evaluating and classifying the effectiveness of activities related to handling appeals from individuals and legal entities within the system of public administration. The study analyzes the institutional and legal significance of appeals as an important mechanism for ensuring communication between citizens and state authorities, strengthening public oversight, and improving the quality of governance. Special attention is paid to the normative and legal framework of the Republic of Uzbekistan regulating activities in this sphere, including constitutional provisions, sector-specific legislation, presidential decrees, and resolutions of the Cabinet of Ministers. The article particularly analyzes the evaluation and classification mechanism established by Resolution No. 341 of May 7, 2018, and examines the role of digital technologies in improving transparency and efficiency in handling appeals. Based on theoretical and legal analysis, the study substantiates the importance of evaluation and classification systems as instruments for increasing the effectiveness, accountability, and responsiveness of public administration institutions.
